Ao menos 80 deputados trocaram de partido para as eleições

Pelo menos 80 deputados federais aproveitaram o período conhecido como janela partidária para mudar de partido.

O levantamento não leva em consideração detentores de mandato que estão fora do exercício parlamentar, ou seja, não estão na entre os 513 parlamentares que, atualmente, compõem a Câmara.

A janela partidária é um período de 30 dias, previsto em lei, em que deputados federais e estaduais podem mudar de partido sem a possibilidade de perder o mandato por infidelidade partidária.

O prazo terminou na última sexta-feira (6), mas os partidos têm até a sexta (13) desta semana para comunicar os novos filiados à Justiça Eleitoral.

A lista com todos os filiados em cada partido deverá ser divulgada pelo Tribunal Superior Eleitoral (TSE) no dia 18 deste mês. A filiação partidária é um dos requisitos para o registro de candidatura para a eleição.

Enquanto isso, a Câmara dos Deputados mantém um balanço parcial das mudanças informadas diretamente à casa legislativa.

Ao trocar de sigla, os parlamentares e partidos miram as eleições de 2018. Mas, além das questões eleitorais, as mudanças alteram o tamanho das bancadas com representação na Câmara, provocando efeitos já nos trabalhos da Casa.

Nas discussões e votações, o tamanho da bancada é o critério, por exemplo, para o tempo de discurso dos líderes, para a apresentação de destaques e de requerimentos de urgência.

Nas comissões, o tamanho das bancadas é critério para a composição dos colegiados. Por isso, a expectativa é de que, depois de terminada a janela, seja aprovada uma resolução reorganizando o espaço dos partidos nas comissões de acordo com o número de deputados que cada um tem na Casa.

Entre outros motivos para as mudanças partidárias, estão recursos para campanhas eleitorais e afinidade programática.

Além disso, as disputas locais mobilizaram os deputados, que, em alguns casos, trataram a questão de forma pragmática e negociaram a sua ida de acordo com as alianças no estados.

Perdas e ganhos

Segundo o levantamento, o MDB foi o partido que mais perdeu deputados durante o período. Foram, pelo menos, 16 perdas no partido do presidente da República Michel Temer.

O PSB, que recentemente contou com a filiação do ministro aposentado do Supremo Tribunal Federal Joaquim Barbosa, soma, ao menos, 10 perdas.

O Solidariedade, com pelo menos 6 perdas, completa o ranking dos que mais tiveram debandada de parlamentares.

Por outro lado, o DEM, partido a que é filiado o presidente da Câmara, Rodrigo Maia, foi reforçado por 14 deputados. PSL (8), partido para o qual migrou o pré-candidato ao Planalto Jair Bolsonaro (RJ), e PR (7) ocupam, respectivamente, a segunda e a terceira posição na lista dos que mais ganharam.
