Brasil tem média de 7 presos por agente penitenciário; 19 estados descumprem limite recomendado

Conselho Nacional de Política Criminal e Penitenciária recomenda que haja um agente para cada cinco presos nas unidades prisionais. Em 5 anos, pelo menos 594 agentes ficaram feridos nas prisões; 9 morreram. Carcereiros reclamam da falta de investimentos e relatam rotina de medo.

As prisões brasileiras têm uma média de 7 presos por agente penitenciário. É o que mostra um levantamento feito com base nos dados mais atualizados dos 26 estados e do Distrito Federal. São mais de 686 mil presos sob a custódia de 97 mil agentes em todo o país.

A proporção mínima desejável é de um agente para cinco presos, segundo uma resolução de 2009 do Conselho Nacional de Política Criminal e Penitenciária. Ela foi baseada na proporção média dos países europeus e tem o objetivo de servir de critério para a análise dos projetos encaminhados pelos estados ao Ministério da Justiça para a construção de unidades penais com recursos da União. De acordo com a pasta, a norma continua válida hoje.

O levantamento revela que:

  • O Brasil tem uma média de 7 presos para cada agente (o ideal é até 5)
  • Mais de 2/3 dos estados descumprem o recomendado por uma resolução
  • Pernambuco tem o pior indicador: 20 presos por agente
  • Em cinco anos, 9 morreram, 300 foram feitos reféns e 594 ficaram feridos
  • Segundo o levantamento, apenas 8 estados do país têm médias que se enquadram na recomendação. São eles: Acre, Amapá, Maranhão, Mato Grosso, Minas Gerais, Rio Grande do Norte, Rondônia e Tocantins. Como é uma média estadual, isso não quer dizer que todas as prisões destes estados têm menos de cinco presos por agente, mas que, no geral, os estados estão dentro do recomendado.

    No Tocantins, há uma média de 2,6 presos por agente – a menor do país. São 1.387 agentes para 3.595 presos. O governo informa ainda que há um processo de abertura de 1,2 mil vagas de agentes em 2018, o que deve melhorar ainda mais o índice.

    Já os outros 19 estados estão acima do recomendado. A pior situação é encontrada em Pernambuco, com 20 presos para cada agente penitenciário, em média. Pernambuco ainda se destaca negativamente em relação à superlotação das suas cadeias, já que é o estado com mais presos por vaga do país (quase 3).

    São Paulo, que tem a maior população carcerária do país, com 225,9 mil presos, tem também o maior contingente de agentes, 30,8 mil. Apesar disso, a proporção de presos por agente está acima do recomendado: 7,3.

    Segundo Renato Sérgio de Lima e Roberta Astolfi, do Fórum Brasileiro de Segurança Pública, 21 estados tiveram aumento no número de agentes prisionais no último ano. “Ou seja, estamos consumindo nossos escassos recursos fiscais e humanos sem resultados visíveis. Os agentes são como escudos humanos, deixados à própria sorte e risco, mas que pelas atuais condições e falência das políticas criminais e penitenciárias não deterão o poder das facções criminosas.”

    Agentes penitenciários reclamam da falta de concursos e de investimentos na área e dizem que têm de exercer várias funções além daquelas pelas quais são (normalmente mal) remunerados. Eles falam que as facções hoje realmente dominam os presídios no país e que é preciso repensar o sistema de aprisionamento em massa.
