Prazo para que todos os municípios dessem destino correto ao lixo venceu há 4 anos, de acordo com a Política Nacional de Resíduos Sólidos

 

O Brasil tem quase 3 mil lixões funcionando em 1.600 cidades, segundo relatório da Associação Brasileira de Empresas de Limpeza Pública e Resíduos Especiais (Abrelpe). Por lei, todos os lixões do Brasil deveriam ter sido fechados até 2014, prazo dado pela Política Nacional dos Resíduos Sólidos.

O levantamento da Abrelpe mostra que, de 2016 para 2017, o despejo inadequado do lixo aumentou 3%. A produção de lixo no Brasil também aumentou no ano passado. Cada brasileiro gerou 378 kg de resíduos no ano, um volume que daria para cobrir um campo e meio de futebol.

Junto com esse aumento do lixo produzido, também subiu a quantidade de resíduos que vão parar em lixões, com impactos negativos para o meio ambiente e para a saúde pública. Estudo afirma que o país gasta R$ 3 bilhões por ano com o tratamento de saúde de pessoas que ficaram doentes por causa da contaminação provocada pelos lixões.

“Os impactos dos lixões, que contaminam a água, contaminam o solo e poluem o ar, afetam diretamente a saúde de 95 milhões de pessoas, sejam as que vivem no entorno desses lixões, muito próximos, ou aquelas que consomem ou a água ou os alimentos produzidos nessas áreas que estão contaminadas, trazendo uma série de problemas de saúde”, afirma Carlos Silva Filho, diretor-presidente da Abrelpe.

Segundo os dados da Abrelpe, 90% das cidades brasileiras têm coleta de lixo, mas só 59% usam aterros adequados.

O Ministério do Meio Ambiente disse que o maior impedimento para tratar o lixo é a falta de recursos dos municípios e sugere medidas como a cobrança de uma taxa de lixo, o agrupamento das cidades em consórcios para ratear as despesas.

Disse ainda que existem ações previstas para ajudar os municípios nos Ministérios da Saúde e das Cidades, mas não há perspectivas de que os recursos federais sejam suficientes para suprir as demandas.

Quase metade das 5.570 cidades brasileiras não tem atualmente um plano integrado para o manejo do lixo, segundo o Perfil dos Municípios Brasileiros (Munic 2017), divulgado Instituto Brasileiro de Geografia e Estatística (IBGE) em julho deste ano.

Segundo a legislação brasileira, o plano integrado tem 19 itens obrigatórios que incluem metas de redução da quantidade de rejeitos por meio de reciclagem e reutilização de materiais, diagnóstico da situação dos resíduos sólidos no município, além de regras para transporte e outras etapas do gerenciamento do lixo e limpeza urbana.

O estudo do IBGE apontou que a existência de um plano é mais frequente nas cidades mais populosas. Nos municípios com mais de 500 mil habitantes, 83,3% possuem um plano de manejo do lixo. Naquelas entre 5.001 e 10 mil habitantes, são 49,1%.

Em uma análise por população, o IBGE identificou que nas cidades com mais de 50 mil habitantes, em termos relativos, ocorrem mais impactos ambientais causados por falta de saneamento básico e destinação inadequada de esgoto doméstico.
