Governo deve cortar mais de R$ 5 bi de benefícios irregulares do INSS

Até o final do ano, mais de R$ 5 bilhões gastos em benefícios da Previdência Social deverão ser cortados por causa de irregularidades, que estão em apuração no Ministério da Transparência e Controladoria-Geral da União (CGU).

O corte segue o trabalho de revisão de benefícios sociais feito pelo Comitê de Monitoramento e Avaliação de Políticas Públicas Federais (CMAP), criado em abril de 2016 com a Portaria Interministerial nº 102, e formado por técnicos e dirigentes da CGU e dos ministérios do Planejamento, da Fazenda e da Casa Civil.

Conforme o Secretário Federal de Controle Interno da CGU, Antônio Carlos Bezerra Leonel, ainda não é conhecido o número de pessoas que perderão os benefícios por causa de fraude. A CGU não divulgou quais irregularidades estão em apuração.

Nesta terça-feira (24), o governo anunciou a suspensão de 341.746 auxílios-doença e 108.512 aposentadorias por invalidez, que totalizam R$ 9,6 bilhões no pagamento de auxílios-doença acumulado entre o segundo semestre de 2016 e 30 de junho de 2018.

Até o fim do ano, serão revisados 552.998 auxílios-doença e 1.004.886 aposentadorias por invalidez.

Bolsa Família

Além de benefícios previdenciários, o CMAP revisou os benefícios pagos pelo programa Bolsa Família. Em dois anos, 5,2 milhões de famílias foram excluídas, e outras 4,8 milhões entraram no programa.

“No caso do PBF [Bolsa Família] não há propriamente uma economia de recursos, mas a focalização do programa”, assinala o ministro do Desenvolvimento Social, Alberto Beltrame. Segundo ele, a exclusão de pessoas recebendo benefícios de forma irregular permitiu manter zerada a fila de espera de novos cadastrados no programa.

Os anúncios de corte de benefícios sociais e previdenciários são recebidos com cautela pela sociedade civil.

Lylia Rojas, do Conselho Federal de Serviço Social (CFESS), argumenta que falta à medida “transparência necessária” e que há casos de pessoas que tem o benefício indevidamente cortado e depois recuperam o direito na Justiça, gerando mais gastos ao erário.

Para o diretor-executivo da Transparência Brasil (ONG), Manoel Galdino, as fraudes ocorrem porque “o governo é desorganizado” e não mantêm a base dos cadastros eletrônicos interligados – o que dificulta cruzamentos, e não divulga informações sobre envolvidos e a abertura de processos.

Para Gil Castelo Branco, do site Contas Abertas, “é preciso que seja feito regularmente um trabalho de inteligência para evitar que as fraudes cheguem às atuais proporções”. De acordo com ele, “onde há benefício há alguém tentando se favorecer ilegalmente”.

Fraudes fiscais

Em resposta às críticas, o Secretário Federal de Controle Interno da CGU, Antônio Carlos Bezerra Leonel, afirma que “o corte de benefícios irregulares é na casa dos milhões e que os recursos judiciais são na casa dos milhares”.

De acordo com ele, o Comitê de Monitoramento e Avaliação de Políticas Públicas Federais está investindo em tecnologia de informação para melhorar o cruzamento de dados cadastrais e registros administrativos. Ele pondera que a divulgação de nomes de supostos envolvidos em fraude tem que observar a lei, que prevê confidencialidade de dados cadastrais.

Conforme Bezerra Leonel, o governo também criará um comitê de monitoramento das políticas fiscais. Uma portaria está em elaboração na Casa Civil para a implantação de um grupo que apure eventuais fraudes de empresas beneficiadas com isenções de tributos e de renúncia fiscal.
