O ministro da Educação, Ricardo Veléz Rodriguez, revogou nesta terça-feira (26) a portaria que suspendia por dois anos a avaliação do ensino básico deste ano, a Saeb. Pela primeira decisão, publicada nesta segunda (25), a prova só voltaria a ser realizada em 2021. A nova medida foi publicada no Diário Oficial da União desta terça.
Polêmica, a suspensão da avaliação de alfabetização resultou no pedido de demissão da secretária de Educação Básica do MEC, Tania Leme de Almeida, que não foi previamente consultada sobre a medida do governo. Em texto publicado nas redes sociais, Tania Leme de Almeida confirmou que não teve conhecimento das mudanças no Saeb e que deixa a pasta.
“Não deveria haver política pública sem métrica e sem avaliação. A interrupção intempestiva de uma série histórica poderia vir a ter consequências indesejáveis sobre a análise de evidências e o balizamento de ações em todo território nacional”, escreveu.
A repercussão negativa da medida também atingiu Marcus Vinicius Rodrigues, presidente do Inep (Instituto Nacional de Estudos e Pesquisas Educacionais), órgão responsável pelas avaliações. A permanência de Rodrigues só depende agora da Casa Civil, para onde o pedido de desligamento por parte do ministro deve ser encaminhado.
Tania Leme de Almeida vinha sendo atacada, dentro e fora do MEC, pela ala ligada ao escritor Olavo de Carvalho. Ela chegou ao MEC por indicação do ex-secretário executivo da pasta, Luiz Antonio Tozi. Tozi acabou demitido por Vélez após pressão de olavistas chegar ao presidente Jair Bolsonaro (PSL).
A suspensão da prova de alfabetização não havia sido discutida internamente no MEC. Além disso, Tozi e Tania eram quem mantinham conversas com representantes das secretarias de Educação dos estados e municípios. Foi o próprio secretário de Alfabetização, Carlos Nadalim, quem pediu ao Inep (Instituto Nacional de Estudos Educacionais) a suspensão da avaliação.
Segundo o Inep, a decisão de interromper a realização da prova ocorreu para que as redes escolares pudessem se adaptar à Base Nacional Comum Curricular (que definiu o que os alunos devem aprender) e à nova política de alfabetização que será proposta pelo atual governo.
Minuta dessa nova política indica a preferência a um método de alfabetização, o chamado fônico —decisão criticada. A alfabetização é uma das prioridades elencadas pela atual gestão e o MEC criou neste ano uma nova secretaria para a área, comandada por Nadalim.
A última edição de avaliação federal do tipo ocorreu em 2016. Na ocasião, mais da metade dos alunos do 3º ano do ensino fundamental apresentaram nível insuficiente no exame.
