Ibope aponta que 73% são contra a flexibilização do porte de armas

Uma pesquisa do Ibope realizada em março, após o primeiro decreto do presidente Jair Bolsonaro queflexibilizou a posse de armas, diz que 73%dos entrevistados são contrários à flexibilização de porte para cidadãos comuns e 26% são favoráveis. 1% não souberam ou não responderam. O direito ao porte é a autorização para transportar a arma fora de casa.

Os entrevistados também foram questionados sobre a posse de armas: 61% são contrários a mais facilidade para possuir arma em casa; 37%são favoráveis e 2% não souberam ou não responderam.

Em cinco meses de governo, Bolsonaro cumpriu promessa de campanha e editou três decretos sobre armas:

  • 1º decreto: novas regras sobre posse (publicado em 15 de janeiro)
  • 2º decreto: novas normas sobre porte e compra de munições (publicado em 8 de maio)
  • 3º decreto: governo muda pontos que foram questionados na Justiça (publicado em 22 de maio)

A pesquisa do Ibope foi realizada entre 16 e 19 de março, antes de dois decretos editados pelo governo com foco no porte de armas. Foram ouvidas 2.002 pessoas em 143 municípios. A margem de erro é de dois pontos percentuais para mais ou menos.

A opinião sobre a flexibilização da posse varia de acordo com a região do país, e entre homens e mulheres. Na região Sul, o apoio à medida é maior:

  • 48% – Sul
  • 43% – Norte/Centro-Oeste
  • 35% – Sudeste
  • 33% – Nordeste

O afrouxamento da posse de armas tem maior apoio entre os homens:

  • 50% – homens
  • 27% – mulheres

Já sobre a flexibilização do porte de arma de fogo, 73% se declararam contra e 26% a favor. Entre os homens, o apoio à flexibilização é maior:

  • 34% – homens
  • 18% – mulheres

Sobre a flexibilização do porte por região:

  • 34% – Norte/Centro-Oeste
  • 29% – Sul
  • 27% – Nordeste
  • 22% – Sudeste

A pesquisa Ibope diz ainda que 51% da população discorda da afirmação de que o aumento de pessoas armadas torna a sociedade mais segura. Além disso, 37% discordam da ideia de que ter uma arma em casa a torna mais segura; por outro lado, 31% afirmaram ter total convicção de que a casa fica mais segura com arma.

No caso do porte, 47% discordaram totalmente que carregar uma arma deixa a pessoa mais segura, e outros 18% discordaram em parte.

Decretos sobre armas

Em janeiro, Bolsonaro assinou um decreto que facilitou a posse de armas: a Polícia Federal deveria presumir como verdadeira a declaração de “efetiva necessidade” para o cidadão que quiser ter arma em casa. Na prática, essa declaração estaria comprovada para qualquer pessoa que cumprisse os demais requisitos. O texto manteve como exigências a idade acima de 25 anos, além da apresentação de atestado de aptidão técnica, laudo psicológico e certidão de antecedentes criminais.

O decreto de 8 de maio revogou o de janeiro e, além das regras para posse, incluiu novas normas para porte de armas. Sobre porte, o texto diz que, para algumas categorias, como políticos, advogado, caminhoneiro, agente de trânsito e residente em área de rural, a PF deve entender como cumprida a comprovação de “efetiva necessidade” para andar com arma fora de casa; entenda.

O texto do início de maio também classificou como de uso permitido armas que antes eram restritas a forças de segurança, inclusive fuzis.

Em 22 de maio, o governo recuou e alterou o decreto anterior, vetando o porte de fuzis, carabinas ou espingardas para cidadãos comuns. Mas manteve a facilitação do porte para uma série de profissionais, incluindo agora o guarda portuário.
