Quem paga a conta? Saúde, educação e agropecuária perderão verbas para governo cobrir desconto no diesel

Após garantir desconto de R$ 0,46 no diesel, a equipe econômica do governo detalhou quais medidas irá adotar para cobrir o rombo de R$ 13,5 bilhões aberto com o que está sendo chamado de “bolsa caminhoneiro”.

Benefícios fiscais serão cortados, aumentando a arrecadação de tributos de empresas exportadoras, produtoras de refrigerantes e da indústria química. E programas das áreas da saúde, educação, agropecuária e segurança pública perderão recursos.

O malabarismo financeiro foi dividido em dois atos. No primeiro, o Planalto precisou encontrar fontes para cobrir a redução no valor do combustível causada pela diminuição da alíquota do PIS/Cofins e pela extinção da Cide. O impacto será de R$ 0,16 a menos nas bombas para o consumidor, com perda de R$ 4 bilhões aos cofres públicos.

Para custear este montante, o governo reduziu de 2% para 0,1% a alíquota do programa Reintegra, que devolve créditos do PIS/Cofins a empresas que exportam produtos manufaturados.

A projeção de incremento de receita é de R$ 2,27 bilhões até o final do ano. A reoneração da folha salarial de 39 setores (R$ 830 milhões), a redução de incentivos de produtos para fábricas de refrigerantes (R$ 740 milhões) e a revogação do Regime Especial da Indústria Química (R$ 170 mi) completam a conta.

O secretário da Receita Federal, Jorge Rachid, defendeu a redução dos benefícios fiscaisdevido a distorções no sistema de tributos do país, que garantem benesses a diversos setores:

— Os gastos tributários no Brasil são elevados, fora do padrão mundial.

A outra parte do rombo, de R$ 9,5 bilhões, virá da política de subsídio do Executivo que irá baixar o preço do diesel em mais R$ 0,30 nas bombas.

Para cobrir a despesa, a saída encontrada pela equipe econômica foi reduzir em R$ 6,2 bilhões as reservas do orçamento – não destinadas a nenhuma área para que o teto de gastos não fosse ultrapassado – e em R$ 2,2 bilhões os recursos para capitalização de estatais.

O cálculo foi fechado com o corte de R$ 1,2 bilhão em programas tocados por ministérios. Ironicamente, a área que sofrerá o maior revés é uma das que mais impacta o setor logístico.

A tesoura deixará pelo caminho R$ 371 milhões que iriam para projetos em rodovias. Outros R$ 146,6 milhões não chegarão a programas de fortalecimento do Sistema Único de Saúde (SUS).

Ainda perderão verbas a concessão de bolsas para o Ensino Superior (R$ 55,1 milhões), ações na área de Ciência, Tecnologia e Inovação (R$ 43,4 milhões), prevenção ao tráfico de drogas (R$ 4,1 milhões) e até políticas de igualdade e enfrentamento à violência contra as mulheres (R$ 661 mil). Apenas em projetos específicos nas áreas de saúde e transporte, o Rio Grande do Sul deixará de receber R$ 13,4 milhões.

A política de subsídio no preço do diesel será mantida até o final de 2018. O desconto de R$ 0,46 pelos próximos 60 dias – nos meses seguintes, o valor poderá oscilar – será aplicado sobre o preço do combustível na refinaria. O governo afirma que o abatimento chegará ao consumidor.

Para reforçar a medida, o Ministério da Justiça vai publicar no Diário Oficial da União de hoje portaria para que os donos de postos apliquem o desconto total. Órgãos de governo ficarão responsáveis pela fiscalização.
